Foreign nationals can and do buy property in Türkiye. What separates a clean purchase from an expensive one is rarely the price negotiated on the day; it is what was checked on the title record, the zoning file and the valuation before any money moved.
I act for the buyer, not the seller. As a licensed Real Estate Broker (Emlak Danışmanı) holding authorisation number 3408704, I run the search, coordinate the checks, sit in the negotiation and take you through the transfer at the Tapu Müdürlüğü, working in English and Chinese as well as Turkish.
What gets checked before you commit
Due diligence in Türkiye is a document exercise, and every one of these documents is obtainable before a deposit is paid. A purchase that skips them is not faster, it is only cheaper until something surfaces.
- The title record itself: ownership, mortgages, liens, attachments and any annotation that would survive the sale
- Zoning and permit status, including the occupancy permit (iskan) and whether the built property matches what was approved
- An independent valuation report from a licensed appraiser, which is required for a transfer to a foreign national and is worth reading rather than filing
- Military zone clearance and the statutory limits that apply to acquisitions by foreign nationals
Where I look, and for whom
Istanbul is not one market. A rental yield brief on the European side and a family home brief on the Asian side lead to different districts, different building ages and different exit assumptions, so the brief comes before the listings.

Brief and shortlist
We agree what you are buying and why: budget, use, horizon and the tolerance for building age and renovation. I come back with a shortlist that fits the brief, including the ones I would rule out and the reason.

Viewings and negotiation
I view with you in person or by video, price the shortlist against comparable transactions rather than asking prices, and negotiate on your side of the table. Nothing is signed before the checks below are back.

Due diligence and valuation
I pull the title record, check the zoning and permit position, and commission the licensed valuation report. Anything that needs a lawyer, an accountant or a surveyor gets referred out to the right licensed professional rather than guessed at.

Tapu transfer and handover
I prepare the transfer file, arrange the sworn interpreter the land registry requires when the buyer does not speak Turkish, attend the appointment at the Tapu Müdürlüğü with you, and stay on through utility transfers and handover.
Questions about buying in Istanbul
Can a foreign national buy property in Türkiye outright?
In most cases yes, and the title is held in your own name with the same tapu as a Turkish buyer. Nationality based restrictions, military zone clearance and statutory area limits still apply, so the property is checked against them before an offer goes in rather than after.
Do I have to be in Istanbul for the purchase?
Not for the whole process. Viewings can run by video and the checks are done here, but the title deed transfer is signed at the land registry, either by you in person or by an attorney acting under a properly drawn power of attorney. I tell you in advance which appointments genuinely need you present.
Is a valuation report really necessary?
For a transfer to a foreign national it is required, and it is the single most useful document in the file. It gives you an independent licensed opinion of value at the moment you are deciding, which is exactly when a seller's asking price is least reliable.
